Emma Clough

Executive Associate

Emma Clough serves as the Executive Associate of GovAct, providing high-level communication, coordination, and administrative support to GovAct’s CEO and Founder. Prior to joining GovAct, Emma gained hands-on experience in public service and policy work through two internships with the Office of California Governor Gavin Newsom. Emma graduated from the University of California, Davis, where she earned dual B.A. degrees in Political Science — Public Service and Communication. Graduating with highest honors and as a Phi Beta Kappa inductee, Emma was recognized as the outstanding senior of her major and awarded a Departmental Citation. During her academic career she authored two undergraduate theses on the interplay between media, policy, and public attitudes, particularly within the context of criminal justice reform. She also has extensive experience working and volunteering with initiatives focused on her passion for gender equity and advocacy.
